re: great can you explain what you did to fix the file?

  1. I opened the file in Sublime, its bottom status bar said the file encoding was possibly broken and that it opened as UT8 w/ BOM… that BOM part is not supported.
  2. Knowing this, I opened the file in LibreOffice Calc.
  3. I than saved a copy from Calc enabling the Edit filter settings option.
  4. In the next popup I set the Character Set to UTF8 leading the other options set to their default.
