That is a feature built onto WordPress itself. The builtin feature is access via this URL:

http://domain.tld/wp-login.php?action=register

YOu would change domain.tld to be whatever you site’s address is.

Also, there are many free available plugins that allow you to add registration forms to the site’s frontend. In time, these features will also be added the free Login extension for Connections too.
