No, like this:

First Name,Last Name,Chamber Member Industries
Jane,Doe,"Accounting Services, Advertising ,Aerospace"

You will only have two rows, three columns. All the categories will be in one “cell” separated by commas with the entire “cell” wrapped in double-quotes.

No categories will be deleted, the import will only add new ones new categories.
