No you would have three columns with all 304 of your categories in the Categories column. So you CSV file would look something like this:

First Name, Last Name, Categories
Jane, Doe, “cat 1, cat 2, cat 3, so on, and so on”

I believe there is a command in Excel that you can use to convert the column to a row and then you should be able to merge the row contents.
