It will work regardless of the user logged in unless the CSS file that this was added to is loaded conditionally based on the user that is logged in. My guess that it is a cache issue. You’re still being served a version of the CSS file which does not have the change. Hitting SHIFT+F5 cleared the Chrome browser cache for me and the department field no longer shows.
