I have not been able to duplicate categories not being imported, so I’m not sure why it would not work correctly for you.
To fix it thru phpMyAdmin, the instructions a gave you in this reply is accurate. I just tried it myself with 63 entries. I changed them from a Testing category to a Landlords category and update the counts and everything was fine.
Just make sure you substitute the correct db table prefix and category ID numbers correctly.
