With versions 1.0 and greater … off the top of my head I think this could be added with only a few lines of code and if the entry ID were supplied in the CSV file. There would be one big caveat. All the addresses, phone, email and such would actually be wiped and then reimported. This is because those fields support n-number of items. So, to answer your question, no, this has not been implemented because of that, sorry.
