After an inspection of the CSV file it seems it does not meet the minimum requirements.

You need to have at least a first and last name OR an organization name.

• To import an entry as an individual, you need both the first and last name fields mapped.
• To import an entry as an organization, you need to map just the organization field. If you have a contact name, you would map the name to the contact name field(s)

The very end of the file, there is no names at all, just an email address for many rows.

The the 137 entries that import are only those which have a Organization name which is not blank. If you notice the status during import it does say it is skipping most rows. It also offers a download link to an updated CSV which contains only the skipped rows.
