No the import support does not import just the certificates. You add them to the row of the entry you are importing. You would follow the same rules as importing the entry categories when using the CSV Import extension.

Yes, but only if you have the Entry ID column and each row has the entry ID assigned by WordPress.

Yes, if no entry ID is supplied “duplicates” will be created.

Here’s an minimal example row:
Entry ID, First Name, Last Name, Categories, Certificates
186 , Age , dJ , "Cat 1, Cat 2, Cat 3", "Cert 1, Cert 2, Cert 3"
This would update an existing entry 186 with certs.
To get a CSV file with the Entry ID navigate to the Connections : Tools admin page and click the Export tab. Scroll to the bottom and use the Export All tool.
You can add you certs to this file and import it to update existing entries.

ps. The Certification extension does not yet support CSV Export so, existing certs will not be included in the exported CSV file. I have not yet work out the code to add the feature because it has not yet been a requested feature. Only 10–20 people are using it so I really only ever work on it as needed.
