The WebSocket error is being caused by JetPack. You’ll have to reach out to their support channels to resolve it. Perhaps that is causing the javascript for the CSV import to fail.

Another error I see being shown is that WordPress is rejecting the file you are uploading for security reasons.

Try renaming the from from .csv to .txt.

If that does not work, try the Lord of the Files plugin. It does more robust file upload security checking. The code this plugin uses will hopefully be merged into WordPress in the near future.
