You could create a new Connections category for banned individuals. Assign those entries to the banned category. Now, create a new WordPress page for the banned directory. Use the category shortcode option to limit that page to the banned category.

Now, on your original page, use the exclude_category shortcode option so the banned category and its entries are not listed.
