You can download all the template and extensions that have a current support license from your purchase history and you can manually update. Your cMap support license is grandfathered (will not expire) so you will be able to download it. If your sandbox or dev site is on one of the domains mentioned in this FAQ, you could activate cMap on both sites because the sandbox/dev site would not be counted against the activation limit.

As far as having to repurchase a cMap license, from what you’ve said, I do not see any need for you to because you are free to install on a dev/sandbox site and one live site.
